Tra fish exports to Russia reached more than 5,000 tonnes in the first half of this year, half of the projected target for the first seven months.

According to Duong Ngoc Minh, head of the steering board for Tra fish exports to Russia, the country has sent delegations to Vietnam to order more fish from the country. This means Vietnam is likely to export more than 2,000 tonnes of catfish above its original target by the end of July.

He predicted that the catfish exports will further increase as from August and reach US$1.3 billion by the end of 2009 as there will be large demands from the Eastern European, African and other markets

Agriculture, forestry and aquatic exports in the first six months of this year totaled $7.6 billion, a decrease of 2.4% compared to the same period last year, said the Ministry of Agriculture and Rural Development on June 26.

Major agricultural produce, such as coffee, tea, cashew nuts and pepper, saw export turnover of $4.3 billion, equal to the same period last year.

Aquatic produce export turnover totaled $1.7 billion, down 11.2%, and forestry products achieved $1.2 billion, down 18.8%.

Economic crisis reveals weakness in VN financial regulatory system

Nguyen Ngoc Anh, deputy head of the Ministry of Finance’s Department of Banking and Financial Institutions, spoke to Thoi bao kinh te Viet Nam about regulatory oversight of the financial system.

How effective is our regulatory system?

In Viet Nam’s financial system, the licensing process is the central regulatory tool. Every financial organisation needs to be evaluated and licensed before operating and must work under licence.

Licences play a role in ensuring that financial organ-isations meet capital requirements and that owners and potential operations are assessed. Furthermore, every service offered by a financial organisation must also be examined by authorised agencies before being licensed.

Once licences have been issued, financial organ-isations are mainly regulated through local inspection and tax audits.

Weaknesses in the financial regulatory system have been revealed through the recent financial crisis. The first is the loose co-ordination between functional agencies in dealing with financial difficulties. The second is a lack of transparency and the poor quality of financial reports.

The third shortcoming of the regulatory system is its weakness in managing financial institutions with foreign capital. Other weaknesses involve inspection of infrastructure and staff of financial organisations.

Opening up the financial system has created more diversified products but led to greater challenges in regulatory oversight. Viet Nam lags behind the world in risk management, and the weakness of early warning systems could cause problems.

What can be done to improve the regulatory system?

We need to increase transparency, and audits need to be conducted twice a year. We also need to restructure the current financial regulatory agencies in insurance, banking and securities to create an integrated and independent system. Supervision agency must be established by the State Bank, so it will be able to co-ordinate with other relevant departments in regulating the financial system and preventing money laundering.

Next, regulation of financial institutions should be based on risk management principles and international standards. Early warning systems play an important role, and major financial institutions should be systematically monitored.

Last but not least, international co-operation needs to be enhanced in this area. A Vietnamese regulatory agency could share information with international agencies. For instance, in considering whether to approve a foreign company to invest in Viet Nam, we could check their reputation with foreign agencies.

Viet Nam already co-operates with ASEAN and ASEAN +3 in this regard, and experiences in financial system regulation are regularly shared by regional officials and experts.

What are the difficulties in regulating financial institutions with foreign capital?

Licensing of foreign financial institutions has so far been based only on their reputations and positions in the world market, without regard to actual solvency. Administrative agencies should pay greater attention to weaknesses in addition to concentrating on domestic financial institutions.

Meanwhile, the capabilities of staff in the financial regulatory system remain weak and need to be improved. The main reason for this weakness is the difference in incomes between staff working for domestic financial institutions and those working for foreign ones.

Vietnam’s investment in Laos increases 10-fold

Vietnam was one of the biggest foreign investors in Laos during the 2008-2009 fiscal year, Vietnamese Ambassador to Laos, Ta Minh Chau, said at a meeting in Hanoi Monday.

ietnamese investors were licensed for 15 projects worth US$1.2 billion in the first half of this year, the diplomat said.

Commenting about the VND/US$ exchange rate’s performance recently, Dr Nguyen Dai Lai, senior analyst from the State Bank of Viet Nam, said that the exchange rate was stable in the first six months of the year.

Chị mới đem tin đấy đổ vào tai thằng Sơn điên, nó cười hố hố chửi Chị ngu chả biết gì về tu-nhien mà nói chuyện các con số. Chị bắt nó cá cược một bữa ăn chơi trác táng xem phin xem phiếc, nó OK khi nào đô lên 15.000 thì nó chung độ, còn thì không bao giờ bắt Chị nợ nần gì.

Thời gian thấm thoắt trôi đi vài năm ngắn ngủi đô lên 15.000, bọn chị họp lớp cấp 2 thiếu mất thằng Sơn điên vì nó đi Singapore học ĐH rồi. Sau này Chị mải mê chinh chiến và yêu đương, không nghiên cứu và nghe hơi nồi trõ nữa, cũng cắt đứt liên lạc với nhiều bạn bè cấp 2. Thế là mất toi một vụ trác táng với thằng Sơn điên. Nghe đâu giờ nó rất hoành tráng, bớt điên rồi, vợ con đề huề, tiền không đếm xuể. Chị hok biết nó có làm giàu bằng buôn đo hok.

Chỉ biết là mấy ông anh bà chị trong nhà có tiền làm nhà hàng, mua xe hơi là nhờ buôn đô. Chấm hết.

Tin cũ nhỉ, nhưng lão có hứng thì dịch sang tiếng Anh xem có hay hok nhé. Nice day, cưng! Gửi đến lão một nụ hôn của linh trưởng. :D

Don't be worried about the US they do have free condoms. What makes me feel real sad is the fact that those Vietnamese guys have dongs, but they can't buy condoms. That's so sad :-(

Banks lend over $19bil under subsidy plan

SBV said in the week from June 18 to 25 alone, banks and credit institutions lent VND9.78 trillion under the programme, or an increase of 2.81% over the previous week. By June 25, State-owned commercial banks and the Central People's Credit Fund had lent VND254.6 trillion ($14.1 billion), a 2.34% increase over the previous week. Joint-stock commercial banks followed with a disbursement of VND82.5 trillion ($4.58 billion), a surge of 4.15%.

‘Risk management comes first’ says banking system supervisor

Nghia: A report by CommerzBank (Germany) showed that the return on equity capital (ROE) ratios of big financial institutions in the world [recently] are between plus 2 percent and minus 80 percent. Meanwhile, Vietnamese banks have been earning 14 or 15 percent, which shows their very high profitability...

Unlike big banks in Europe or Japan, Vietnamese banks did not have any transactions relating to the ‘toxic’ assets that were related to subprime lending in the US...

At the time of the 1997-1998 Asian financial crisis, the bad debt ratio of the banking system was very high at 14.7%. We had a hard time dealing with it because we had a relatively small budget and limited foreign aid. However, the bad impacts were resolved by 2005. Our commercial banks have a better financial capability, the State budget is larger, and foreign aid is more satisfactory. In fact, I think our banks could manage even a four or five percent bad debt ratio without much trouble.

In a 2007 interview obtained by The Age, Securency executives said the services provided by CFTD primarily involved translating documents, organising meetings and picking up people from the airport. They said they had no dealings with the central bank governor's son, Le Duc Minh.

The tape recording reveals claims by Securency that Australian embassies had recommended their overseas agents.

Vietnam delegation signs 'biggest ever' investment deal

A Vietnamese delegation signed what is believed to be the country's largest-ever investment package with Cambodian government representatives Friday afternoon. Eight deals worth a combined US$420 million were announced following a meeting between the 60-strong delegation and Cambodian ministry officials at the Council for the Development of Cambodia (CDC)

1> BIDV entered Cambodia last month by buying Prosperity Investment Bank, renaming it the Bank for Investment and Development of Cambodia (BIDC).

Viettel ranked in top 40 of world's largest telecom providers

Viettel was ranked the 36th among 746 telecommunication providers in the world. In the Southeast Asian region, Viettel was the fourth largest providers among 51 regional telecommunication network providers.

Viettel in Cambodia called "Metfone" was ranked the second largest telecommunication service provider among the total eight providers in Cambodian markets.

In Laotian markets, Viettel has tried its best to develop the infrastructure network in order to officially introduce the new brand name of Unitel in this country in October 2009, becoming the fourth telecommunication service provider in Laos.

VSIP to build $1 billion urban area in Hai Phong

Singapore Urban and Industrial Zone Development Joint Stock Co (VSIP) announced it would start work on a $1 billion urban, industrial and service complex covering 1,600 hectares in Hai Phong City's Thuy Nguyen Dist in this December.

VSIP has established four urban and industrial zones totalling 4,850 hectares, becoming one of the largest industrial zone developers in Vietnam. Previous projects are VSIP Bac Ninh, VSIP I and II in Binh Duong.

Vietnam’s global competitiveness wanes

Vietnam has dropped five positions to 75th out of 133 countries in the latest Global Competitiveness Index rankings compiled by the Switzerland-based World Economic Forum.

In 2006-2007, Vietnam ranked 64th out of 122 economies.

In 2007-2008, the country dropped four places to 68th out of 131 economies.

Fake goods from China account for 83 pct of local market

The Italian Commercial Affairs in Vietnam has announced its surveys on Vietnamese consumers’ attitude to fake goods.The surveys showed that imitated clothing and footwear products made up most of the Ho Chi Minh City market while Hanoi Capital saw an invasion of imitated metal, machines, and pharmaceutical products.

Fake goods in Hanoi, which are mainly from China, account for nearly 83% while imitated goods in Ho Chi Minh City, which were produced by local enterprises, made up 65 percent. The surveys also indicated that 71% of Hanoians like luxury goods, while the figure was 59% in Ho Chi Minh City.

The surveys were implemented by AC Neilson market researchers in Ho Chi Minh City and Hanoi with participations of more than 200 random consumers.

Viettel to invest $250 million in Bangladesh's Teletalk

Viettel is reported to be about to buy a stake in Bangladesh based Teletalk and invest around US$250 million on upgrading the mobile network. They will forward a written proposal in a week, Raziuddin Razu said

Viettel will become a partner of Teletalk contrary to rumors being spread by some people that Teletalk will be sold out, he said at a news conference.

Vietnam’s HDI ranks 116/182 nations

On October 5, the United Nations Development Programme (UNDP) in Hanoi released a human development report 2009, which reflects statistics for 2007. According to the report, Vietnam ranks 116/182 nations on the Human Development Index (HDI).

The same day, UNDP in Thailand announced that Norway tops the 2009 HID rankings. The “Top Ten” on the list of the 182 ranked nations are: Norway, Australia, Iceland, Canada, Ireland, the Netherlands, Sweden, France, Switzerland and Japan.

Vietnam’s HDI ranks 116/182 nations

Vietnam ranks 116th out of 182 countries and territories in terms of its Human Development Index (HDI), according to the UNDP’s 2009 Human Development Report.
The HDI for Vietnam is 0.725 this year while it was 0.718 in 2008.
Despite the rise in its HDI, the country’s overall ranking fell by two places compared with 2008.
According to the UNDP, between 1985 and 2007, Vietnam’s HDI rose by 1.16 percent annually from 0.561 to 0.725 today.
The agency also said that life expectancy at birth in Vietnam is 74.3 years and GDP per capita is 2,600 USD.
In the UNDP’s HDI report, Norway ranks first (0.971), followed by Australia and Iceland. At the bottom of the ranking are Nigeria, Afghanistan and Sierra Leone.
This year’s HDI refers to 2007 statistics, according to the Human Development Report the UNDP released on Oct. 5
